The characteristics and Enlightenment of the technology transfer system in the Yangtze River Delta

Abstract: the author analyzes the main characteristics of the technology transfer system in the Yangtze River Delta combined with specific cases. These characteristics are: enterprises play a leading role in technology transfer; Local governments actively guide and coordinate management; The construction of technology transfer network platform has achieved remarkable results; The ways of technology transfer are diversified, and technical services and consultation account for a large proportion. It also puts forward suggestions that the development of the technology market needs the continuous and strong policy support of the government. It is suggested that the technology transfer situation should be taken as one of the acceptance and assessment indicators for the science and technology plan projects participated by enterprises, and the construction of technology transfer information network platform should be strengthened to drive technology transfer through technical services

The characteristics of technology transfer in different economic zones in China are also different. According to preliminary statistics, from 1996 to 2003, there were 24 regulations, rules and documents on technology transfer in Shanghai, including comprehensive, technology market, industrialization and technology import, which provided a strong support for improving the development environment of technology market. Among the policies of Shanghai, the most prominent features are the positioning of property rights transactions and the promotion of a strong government. Shanghai put forward the concept of technology property transaction for the first time in the country, and directly defined the technology property market as capital market 6. 4. The ways of technology transfer are diversified, and the role of technology service and technology consultation is prominent.
